Blair Sawyer

President and CTO

Blair is co-founder, President, and Chief Technology Officer of Welkin Sciences. Over his career as a radar and communications engineer, Blair has managed over $30 million of R&D and systems development efforts for several large radar, infrared, and SATCOM programs. Programs sponsored specifically by the Defense Threat Reduction Agency (DTRA) for which he provided successful electronics instrumentation systems include: the Radar Nuclear Effects Corruptor and Simulator (RNECS) and its predecessors, the Wideband Channel Simulator (WCS), the Advanced Channel Simulator (ACS), and the Nuclear Optical Dynamic Display Simulator (NODDS). Other applicable programs include the Control Electronics System of the Dynamic Infrared Scene Projector (DIRSP), for the Redstone Technical Test Center (RTTC); and the Cryovacuum Resistive Infrared Scene Projector (CRISP) program sponsored by Wright Labs/AEDC.

Dennis Wagner

Vice President and CFO

Dennis is co-founder, Vice President, and Chief Financial Officer of Welkin Sciences. Over his career, Dennis has held key management positions for a number of multi-million dollar R&D programs for the Army, Navy, MDA, and Defense Threat Reduction Agency. He has also served as a regional manager for both commercial and defense technology-oriented companies where he was responsible for growing and managing local operations from start-up to thirty employees. His technical background is in real-time software development.

Dr. J. Todd Reinking

Vice President of Research and Development

Todd has over 30 years of experience in the areas of radar, satellite communications, and HF radio systems. His current work focuses on the modeling and analysis of these systems and their interaction with transionospheric propagation channels. He also has extensive experience in the design and development of statistical signal processing algorithms, most recently for channel estimation.

Todd’s interests also include the development and application of emerging Digital IF frontal networks in communication systems deploying distributed antennas.

Jinno Magno

Vice President of Operations

Jinno started his career as an engineer in the Silicon Valley at a commercial telecommunications company.  After two years in the valley, he and his family moved to the Rocky Mountains. Throughout his career in Colorado, Jinno has worked on many Department of Defense contracts as a design engineer, systems engineer, and project manager for communications systems.

Michael Phillips

Vice President of Engineering

Michael has more than 35 years of experience in the electronics industry in the areas of RADAR, Satellite Communications, Digital Storage and Broadcast Audio/Video equipment. He has worked across the board in the areas of design, manufacturing, and testing. Over the last 20 years he has focused on high speed, FPGA based, DSP applications for satellite communication systems test and infrastructure.

His work includes designing systems with high speed ADCs & DACs for direct RF conversion. He is a key contributor to the DOD’s Digital IF development efforts.

Monica Sawyer

General Counsel and Contracts Manager

Monica serves as General Counsel and Contracts Manager at Welkin Sciences. Before joining Welkin Sciences, she worked first as a corporate lawyer in New York and Chicago and later as a Foreign Service Officer with the U.S. Department of State. Monica is licensed to practice law in New York and Colorado.
